On the purge valve, even if it "clicks" it might not be closing fully and it might not work after even the most thorough cleaning. Easiest way to check short of replacement is to clamp off the line.
Considering the placement of some of the CPS cable, maybe when it was replaced the first time something that was loose or partially cracked/leaking was knocked back into position or closed up. Maybe look at all the hoses & lines in those areas... might not hurt to just replace all the vacuum lines anyway as relatively inexpensive and easy DIY.
