As Nick says. The custom is to take off the same amount from the mounting flange as they took off from the disc surface, otherwise you are shortcutting the new clutch disc lifespan.
All flywheels also bow due to the work from pressure plate and heat so essentially the flywheel looks like a bowl so that is another reason why the mounting flange needs to be cut down as well.
Those are hotspots you see but they probably used hard enough milling bits to cut right through them.
