1999 convertible - can I raise/lower it manually?

Hi all,
I have a 1999 9-3 convertible. The soft top has been broken on it for three years, during which I've just driven with it closed (as a second car.) The problem is the cylinders are shot and need replacement. It costs $500 for new parts for each side - that's why I haven't fixed it. It's nice out and I got to wondering if I can raise and lower it manually once in a while instead of spending the >$1,000 to fix it. I don't have a garage, so I need to make sure that if I do pull it back that I can get it back up again. And I would only do this around town when there's 0 chance of rain. Can anyone tell me definitively if you can manually raise and lower the top on this model? Thanks!
