Unfortunately it is not possible to guess since you are hopping all over the place with quick conclusions of what it could be without slowing down and starting to measure your way scientifically.
I'm trying to open your eyes to do one measurement at the time and post results but it's hard.
When the pump is not running, do you have power at the wire going to the pump?
If you have power at the wire going to the pump EVERY time you turn the key to on but you don't hear anything from the pump, then you can put away that test and go for the next one.
Do you have GROUND and the ground wire for pump? Ground is easier to test since you only need to hook up a wire from battery positive through a high wattage bulb like a headlight bulb and then connect to ground wire for pump. If the light shines strong, you have a good ground.
CAUTION! DISCLAIMER!
If you are now having the fuel tank open to air and you fiddle around the fuel pump wire harness with test probes and bulbs, you might find yourself in an orbit around Earth if unlucky.
It is no saying when you have reached the perfect blend of fuel fumes and air and add a spark to the mix so be very careful with whatever you are doing.
