Headlights not working; high-beams not engaging

Both my daytime headlights suddenly stopped this morning upon ignition. I tried both the headlight knob and the high-beam to no avail. I am able to flash the high-beams fine but they do not stay engaged. I have the 20amp daytime headlights fuse on the side panel fusebox removed several months ago in order for me to manually dis/engage the daytime headlights and that has worked fine so I don't think this is the problem. I tried putting the fuse back in but no success. I checked the infamous orange relay and it was connected fine. Based on the previous posts the orange relay may not be the issue because the high-beams are able to flash and I see the blue indicator on the dash; however, the high-beams do not stay engaged. Please advise what the issue(s) could be. 1997 900S 2.3 AT. Thanks in advance.
