Yes, the old sleeve must come out when you replace the mast from above. It is the sleeve resting on the ridge at the bottom of mast that hold the mast inside the tube when the nut is installed.
Since you have a new sleeve with the new mast, you can do whatever it takes to crumble the old sleeve inside the bore and get it out.
If you take a sharp pick tool and find a way to get the point in between tube/bore and the sleeve and slowly tap the picktool down so that the sleeve buckles into itself, it will probably loosen its grip and come loose.
