I've never had this happen with my Viggen although my old SPG used to do this all the time. Then it was a leaky cold start injector that lost fuel pressure over time. T7 doesn't have one of those. As far as I know the cold start cycle is controlled by two air temp sensors and one coolant temp sensor.
What's the mileage on the Viggen and how long have you had it? I assume it only does this when the engine is cold and it's cold outside? What happens if you drive for a while and then let the car sit a few hours to cool down....will it repeat this issue? You mentioned the CEL flashes but do you know if you have any codes? Do you know how old the plugs are and are they in good shape and gapped properly? How old is the MAF? How old is the DIC?
Rough running is either fuel or spark related. If it only happens on cold start up, it must have something to do with the cold start mode or it's something that isn't quite right that is showing up during that cycle. Fuel enrichment (injectors, pump, etc.) is most important during cold start and requires good spark (plugs, DIC, etc.). My guess is it could be as simple as a vacuum leak (how old are the vacuum hoses as they tend to go brittle and should have been replaced a few years back?).
Please provide us with more info and let us know how this works out.
