Electrical Dash Noise

So here is an interesting problem:
First, some background: 2002 9-3 SE with ACC, 63k miles. Not original owner - purchased this year. Car had been running fine since I last drove it approx 2.5 wks ago before leaving town. Car is garage parked in New England.
Returned to town yesterday and took the car out in the rain. Everything fin. I took the car out today and I noticed a new dash noise. It sounded like a fan motor or electrical noise - at approx 30 HZ - emanating from the center dash toward the lower end - right below the ACC. I turned off the ACC, still there was a sound, I cycled the ACC and tested for errors (read 0 the whole time) - sound continued. I then turned the car off and pulled the key and the sound remained. I touched the dash and there was a palpable vibration coming from around the cigarette lighter (same 30 Hz). The sound continued for >1 minute before I got out and left the car. Returning 10 minutes later, the sound had stopped, but then returned as soon as I started the car and stayed on the whole time and after turning the car off and removing the key.
Anyone with any ideas? Does the cigarette lighter draw current even while the car is off and key is not in the ignition?
