I had this problem in 2012. It was power steering. The PS lines consist of a combination of rubber hoses and hard pipes. There is one piece that snakes through cut outs for the intercooler and under the radiator support at the front of the car. SAAB used two clips to hold this pipe to the car and the clips have foam cushioning inside them which traps water and after a decade or so, the pipes deteriorate and burst by the clips. I don't know if you're the kind of person who would tackle this job himself. It's a big job, but very doable. Unfortunately, you will have to remove the front bumper and intercooler to access everything, but it's really not as daunting as it sounds. If you decide to do it and need some tips, let me know. For what it's worth, I had the lights out, grill off and bumper off in roughly 30 minutes, and that was my first time trying to do it. Also (unrelated), my 2002 does take the orange coolant and not the green type someone suggested. I assume your 2000 does too.
