Chirping Dash and a Drained Battery

Hello,
My 2000 9-3 has this odd way of killing the battery. First, the blower motor in the dash does not stop when the car is turned off, which leads me to pulling the fuse before I leave the car. Also, there is a little unit in the center dash board area. Its in one of those little spots where you can put in switches for various functions. I believe its right next to the passenger-side seat heater button. Its a black unit, with a circle cut out on the face of it. It appears to be a environment component or something. It chirps and clicks like a old and failing harddrive. It touch it and I feel the internal components jumping and moving about. My instinct tells me these two issues are related and have a common solution.
You can see it in this photo, its right next to the passenger heated seat button!
