Haven't seen that before except a version of the removal tool but it looks really neat. Have to get one for the next valve job.
I see some mixed comments on one of the youtube videos so it might not work on all types of springs and valves.
There are many different brand pliers out there for extracting the valve stem seals and it is a good idea to get one of them since it makes life a lot easier to pull them off.
To install the seals I just use a 12 sided socket (maybe 9 or 10mm) and an extension. The seal fit snug in the socket and the rim pushes on the right spot of the seal when I push it down onto the valve guide.
You don't want to tap hard on the seal when seating since you can easily damage the lip and spring. Just push it down with hand power.
