Low idle issues

I have a 2000 9-3 Base with 152,000 miles on it. For the last year or so, I've had an issue with the car idling really low (~500rpms). I distinctly remember something happened that led to it...not a thump or anything severe, but just a sense that something had changed and it felt like the car was just going to quit. For a while, I dealt with it by gently stepping on the gas with the clutch in if I needed it to idle, or leaving it in gear on a slight uphill, etc. Once I got it into the shop (Northtown Imports), they said the throttle body was giving an error and replaced it. What I found then and have since found is that when the battery's been disconnected, it actually runs at a decent idle (~1200) for a short amount of time (less than a day, lately about 5-10 minutes) before reverting back to the low idle. It's resulted mostly in stalling when I start it, and shortly after I drive it after starting it, especially when it's cold out. But once it warms up, it's fine, though still idles low. Assuming it's not the throttle body itself since that's now recently replaced, does anyone have any other suggestions? I asked the tech to look at disconnections or leaks in the vacuum hoses and a few other things, but he said those all checked out fine. For what it's worth, I've also had an issue where the car intermittently doesn't start when I turn the key. At times I can leave the key turned and around 5 seconds later it will start. Other times I can just try the key again and it works. I'm not sure the low idle and starting issues are connected, but figured I'd mention both in case they are. Any help is appreciated!
