I think you answere your own question. Yes the turbo produces a lot of heat. However, there should be an aluminum heat shield with insulation backing that covers the turbo. Since your car is 15 years old it is possible that somewhere along the line a previous owner lost this heat shield. Not an expensive part if yours is missing, under $50 if I remember correctly.
Since you said you don't have experience with Turbo engines, please note they require frequent oil changes with high quality oil - synthetic oil. I use 5W/40 weight synthetic, and Shell Rotella-T synthetic is one of the least costly oil choices, changing it every 5,000 miles.
