How to get out of "park"

2000 saab 9.3 2.0 automatic
Would like to roll car into garage to finish putting electrical and vacuum connections together.
There is no battery in yet- I thought I would be able to push the safety release next to the stick shift to place it in neutral, but it won't let me. that puzzles me.
Any ideas on how to get it into neutral?
