I believe the DIC should throw a CEL/code if there were ignition problems. Some have reported replacing it, absent a code, cleared up issues including no start. Start by just checking/gapping/replacing your plugs to start, which should be a regular maintenance item anyway. Not sure about checking for spark w/out a Tech2 hook up, has to be something posted here though.
In my experience though, replacing the fuel pump, fuel filter, CPS, DIC, plugs and AMM didn't clear up intermittent warm no-start and hesitation/misfire. Replacing the throttle body with a NEW unit cleared everything up. My car threw no codes until the used replacement TB failed (tripped limp mode) with no warning. The TB is a ~$450 item, the DI is maybe $100 less. You could try a 'good used' TB, but you may be inheriting other issues, which was the case with mine. The '99's TB includes electronics, not sure if that's the case with '97. But I think the electronics on old TBs (and in general...) can become an issue if never replaced.
