You should learn to fault trace the system before concluding to that things are bad. If you replaced that valve already, just hook a vacuum hose up to it and suck on the hose. If you feel resistance, that valve is probably good. After that you inspect the vacuum hoses and see if one end has come off at any place.
You have to use a needle nose plier and try to split the hose by squeezing it on the side of nipple.
The original hose is almost welded in place on the solenoid and if you use too much force and wiggle the hose back and forth, you break the nipple off the solenoid.
The original hose is usually brittle enough that when you do that, a piece of it comes off and you can more easily peel off the rest from the solenoid.
