To learn how to use the volt meter. Set it on Volt (not Ohm) and place red lead on positive battery post and black lead on negative and you should read battery voltage roughly 12.0 to 12.5 Volt. As soon as you turn on the ignition, that voltage will drop because of all the users that kicks in when you turn on the ignition like headlights and such, maybe to 11.5 to 12.0 V.
The fuses in the dash board can be back probed while in place so you just place the red lead on the back of fuse and black somewhere where you find a bare metal spot (ground or negative) like the door hinge bolts and such and you should be able to read the voltage with ignition on.
If the voltage is a lot lower or non existent on those fuses, you have either wire problem from ignition switch to fuse box (less likely) or a bad ignition switch (more likely).
