Bob, the parking brakes on these cars are a constant problem in areas where salt is used on the roads. A cable only seems to last a few years. Rust gets under the plastic cover on the cable and expands the cable to where it sticks. Maybe greasing a new cable might help. I have not tried that. The cable is also hard to replace. You have to drop the fuel tank s few inches as one of the cables is routes between the tank and the body of the car. It's not a bad job if you have a pit or a lift. I've never tried it on jack stands but that would likely work. I've also replaced the springs where the cable connects to the lever protruding from the wheel brake dust shield. These springs are not strong enough to counter the effect of a rusty cable. As for adjustment. The cable adjusts with a 13 mm nut where the two sides of the cable come together and connect to the hand brake lever under the car. The shoe adjustment is done through a hole in the outside face of the brake drum with the drum rotated so the hole is at the bottom. Got to go now. Can give more shoe adjustment advice another time.
