Looks like it was the programming except for one little wrinkle. I shut the fan off, then programmed it to stay off. Next time I turned the key, the fan did not come on. And that's great. But I did change the fan controller and, with the old one in there, a/c worked ok, but the fan would seem to turn on and off at random. So maybe the new controller fixed that and the programming stopped the fan from coming on with turning the key to ON position. Thank you both. We're back to the usual quirks, for now.
