Your best bet for a used one is from a place such as goldwing. You will want to get one from an 2001 or 2002. The original heater box used for 1999 and some 2000 was the same one as used in the ng900. Unfortunately the cowl in the 9-3 is about a half inch lower than the one in ng900. This is why the boxes seized.
Saab did come out with several variations of modifications you can do to the one in that car that work to some degree. You have not stated your exact reason for needing a box but if it is from some type of binding inside you should start with seeing if anyone has attempted any modifications or lubrication. The white grease they had you use in the modifications does work good and is the only lubricant I would try in there. I have numerous other lubrication provide temporary improvement that actually becomes much worse than the original problems. Good Luck, Bernie at George Riggin Specialty Automotive
