The Viggen and 9-5 Aero engines are effectively the same. The Viggen engine produced 230 HP in 2000-2002, and maximum boost with the Viggen was/is 20psig.
I don't know the specifics for the 2002 9-5 Aero Engine but a smaller engine compartment and front end on the Viggen (as compared to the 9-5) may have compromised some of the turbo piping and intercooler with resulting reduction in Viggen power. The Viggen engine also has torque limiting software in first and second gear due to chassis limitations of the car. It is possible the engine management software reduced maximum HP for a similar reason.
