We need a lost key/TWICE FAQ..

I'm pretty methodical about researching, so when I went to look up the procedure for replacing your TWICE when losing all the keys, I was surprised by how many seemingly contradictory explanations there are for this.
My situation is thus: I recently bought a 2001 93SE with no keys from someone I knew for the silly price of $200.00. I did this having driven the car and knowing it was in good shape. I have a 2001 93 (non SE) manual car with a bad engine, but two keys. See where I'm going with this?
Several people posting here claim:
1. It can't be done at all if the cars are different
2. It can be done, but the new car won't start unless the DICE is coded to the new TWICE
3. It can be done, the car will start, but the differing options will have to be coded to make certain things work correctly.
Many people in these threads describe crazy prices for getting new keys cut as low as $50 bucks, and Tech II programming for under $200... I'd love to know where they got prices anywhere near that, because here in the Seattle area, with LOTS of Saabs and Saab indies, you won't find prices at all near those. I'm open to recommendations.
