Locked up ignition switch or transmission

2000 9-3 base, 220K miles, manual transmission. Yesterday I stopped the car, put it in reverse and turned it off. When I put the key back in a few minutes later it wouldn't turn. A bit of WD40 on the key did not help. I also could not move the shift lever, which normally I would have been able to do without the key being on. The only way it could roll is when I pressed the clutch. Has anybody encountered this and is it likely the linkage/transmission or key/ignition? I'd appreciate any suggestions.
