This isn't really hard to do if you have the time. The only difference between the '99/'00 fog lights (in USA anyway) and the later ones is that the early lights were drilled for the cornering light bulb holders. The later ones have the round recess for the bulb holder to sit in but not the hole itself.
The first step is to get a couple bulb holders. You could use the stock type sourced from another location on a junk car, or buy something to retrofit. Then drill a large hole. If you plan to use factory type connectors, they have little notches that you will need to cut. The bulb then inserts and turns to lock in place.
For the trigger wiring, just come off the turn signal switch at the switch itself. The switch sends 12v to the DICE, which does the blinking part. If you pick up the before the DICE, it's steady 12v. In the 9-3 (I don't know about the 9-5), that wire was used to send 12v direct to the cornering light, but they only used 21W bulbs. If you plan for more, you will need a relay for each side. That's probably a good idea either way. I'd probably also stick a diode in each line just to stop any reflections back to the DICE (but the factory didn't use one).
I highly recommend getting a copy of the WIS so that you have all the connectors, wire colors, locations, etc all detailed for you. un
