I'd suggest downloading the "Saab WIS 3.0 from http://www.saabnet.com/tsn/faq/manuals/
Then, once you've entered your model & year, go to Transmission/Gear Selector Mechanism, Automatic/then look for the icon that looks like a thermometer along the top, click on it. Then double-click "shift lock function". The diagnostic there will help find the problem.
WIS 3.0 is pretty large; 3GB I think. Anyway, it's very helpful and just browsing through it you can learn a lot.
