A link to a photo of what it doesn't do would be helpful. Like Denis said, it could be expensive to fix. Then again, it could be a microswitch. If you don't DIY, a Tech might get some moderate money even for that.
FYI - I wouldn't buy a 1999 Saab and expect it's not going to need some other work adn investment unless the previous owner did meticulous maintenance on it. An 18 year old car (any) will need parts and Saab parts and labor can cost you a bit.
