I have a hard time believing that this is the source of the vacuum because of the line that goes to the turbo intake tube. At this point in the intake system, there may be some marginal amount of vacuum due to the friction of the tube before the MAF, therefore we can assume atm pressure at the turbo intake (logical since you don't want the turbo to have resistance to sucking air). Granted the source of the vacuum is from catch can but in theory, this vacuum would not last since it is "pulling" from atmosphere. I did read a post that tried to explain these lines as allowing the PCV to breath fresh air but this does not sound like the response an engineer would say.
