Some year/models turns on the A/C clutch at cold start. This is to make the A/C compressor rotate right away at slow cranking speed to protect it from hydro locking from pooled up refrigerant inside compressor.
The 9-3 is one of those that does this.
Subsequently, since the A/C clutch is engaged, it also triggers the cooling fan to come on for awhile even though the engine is not hot enough.
Normally when you engage the A/C compressor, the cooling fan starts as well even if the engine is not hot.
If you listen carefully, you might hear the click from A/C clutch when ignition is turned on but before cranking over engine.
