My first thought was the selector switch, but now that I think about it I recall being able to get the fan to turn on holding it between numbers 1-2, 2-3 etc then letting it go when the resistor pack started to fail. It's been so long ago since I replaced either of those parts...
I do know a symptom of the resistor pack is that the fan works on high (#4), but 1-3 is troublesome when it starts to act up. If the fan works with the selector set to 4 I'd say it's the resistor pack, which seems to be readily available.
