What I would like to see is a close up photo of the camshaft timing marks like in this picture. That would put to ease if the timing is off or correct.
Without that piece of evidence, it is tough to go further because it kind of sounds like the cam timing is off.
Another culprit could be the turbo intake tube to turbo charger is cocked sideways allowing unmeasured air to get sucked in. A smoke test of engine would reveal that.
