My neighbor, a machinist, came over and had a look.
Turns out i needed to push a probe from between the 2 posts to the outside to allow the headrest to release and slide up. I had been working the outside in on both. Should have tried that earlier but i was frustrated and wasnt thinking right any more. Something to be said for leaving it til tomorrow and a second set of eyes to change your approach.
Also found that to remove the plastic headrest receiver tube from the chair frame you need to use a slipjaw plier and pinch under the plastic receiver such that you have the plier jaws front to back of the seat and to bend in the front side detent and the tube for each headrest stalk slide right out.
This for the next guy that has to do this job. Good luck
