I would strongly recommend taking some resistance measurements from the sender unit before replacing it. If you have an ohmmeter it is a 5-minute job. Take some measurement every day over a week of driving and see if they look "normal", 350 ohm full to 35 ohm empty. I'm sure Dean will correct me if my numbers are wrong. The problem could be with the wire harness from the sender to the Dash. The harness runs under the car and is exposed to a lot of dirt and debris.
I don't think you will be able to find any Saab mechanics who are willing to install the sender without the fuel pump. It is possible to separate them but then the mechanic is left with a fuel pump he may or may not be able to sell.
