With a lot of those inexpensive torque wrenches, you might as well be just guessing with your arm strength. In my experience, they will usually be out anywhere from 10-40%, and very rarely within 5%. So whether it's done right or not is debatable. On the other hand, the tire places probably never calibrate their torque wrenches, so after a lot of use, theirs are probably all out 10-40% as well. So basically, buy a really good Snap-On torque wrench, or the like, or you're just rolling the dice.
