Why is cruise control Dumb?

I was using cruise contol on the highway and as i got off the ramp i shifted to nutral. Cruise control disengaged but was still on. As i turned by bliker on i accidently hit the resume switch and my engine instantly redlined and held their. I quickly turned it off, but why does cruise control do this . Dosent it know when im in nutral. I know this isent a major issue but was wondering what the desingers where thinking.
