Is the hazard swith operational? If not, perhaps a wire has fallen off, and is making itermittant connections to ground. When the switch is operated, pin 4 on the switch connects an orage wire to ground. This wire goes to the integrated central control unit, which then causes the lights to flash. If this orange wire contacts a ground, the hazzard lights will go on. When it is not grounded, it should have a -ve voltage on it. It is is getting grounded elsewhere, the voltage would be close to zero.
You could also remove fuse 21 for a minute then replace it. This would cause the control unit to reset. It does not run Windoze, but it might work just the same.
So if the switch is operational, the wire must be connected, then try the fuse. If the switch is not operational, check out the wire connections.
