I agree.
If the brake is not used, the mechanism can get tight, then when you use it, it might then not retract. Best to use them enough to keep things moving freely, or never use them ever.
But the rear rotor should be pulled and the bits cleaned and lubed every other year. The parking brake shoes will last for ever if the mechanism is kept in good working order. If the mecahnism gets to sticking, you will need to replace the shoes. If you find that you are needing to adjust the cable, something is definately wrong.
The dealer will not be caring for the mechanism unless it gets so bad that you take it in for new parts. Perhaps it would get some PM while rear rotors are off.
