It's noticeable. I went the other way after I'd bent all 16" rims, got a 15" steel set from TireRack (damn NYC roads). I think I'm ready to go back if Spring ever arrives, tho.
The 16s had a more of a solid, fattie, stable feeling. But you pick up more bumps from the road with the lower-profile tires. The 16s were also smoother on turn-in, I don't know if they were actually faster. The 15s like to roll up on the sidewalls during hard cornering -- but tire selection has alot to do with it, too. Lower-profile and/or high-performance tires have stiffer sidewalls anyway.
