Last spring I noticed rust, bubbled paint actually, around the drain hole on the right hand side of the hatch door. It was down where the hatch and the bumper cover meet. I just flaked off the paint with my pen knife, sanded the rust off (grit: 220 then 350 then 600 wet), covered the bare metal with primer and then covered with touch up paint. Since it was a non-noticable spot I wasn't too worried about appearance. So far all is well.
I would get the bumper looked at my a local body shop, though. They can give you an estimate on fixing the rust too. Beware, on my '95 900, I new rear bumper runs $500. They might be able to reattach/glue the current bumper better ( so that it doesn't hit anything.
