The Saab throttle is stiffer than most cars. I lubricated my accel pedal and the cable to eliminate some notchiness, but the results were negligible.
To lubricate the accel pedal, you must remove the plastic shield under the dash. It is held on by some screws and a couple of plastic rivets. The plastic rivets are removable, but I always seem to break at least one. To remove the plastic rivets, use a small screwdriver or punch and push the center stem in about 1/16". Then use a putty knife or similar tool to get under the head and withdraw the plastic rivet.
I used a light grease on the accel pedal pivot point and used Tri-Flow Teflon fortified oil on the accel cable. Also check that the cable is routed smoothly from the firewall to the throttle body.
In my case, it is a fair amount of work and the accel pedal is still a bit tight/stiff/notchy.
