There are two small pressure hoses going to the turbo. One to the compressor housing, and another to the wastegate actuator. Check them both out, look for splits on the ends. A leak in these will cause high uncontrolled boost. If one has popped off, you may need to apply a nylon wire tie to secure it.
If they are ok, then remove the hose from the wastegate actuator from its hose barb at the BPC valve. Blow into it. If it holds pressure, good. If not, its diaphragm is shot... replace and adjust (dealer job for most).
Now grab the lever that the wastegate actuator is attached to. The wastegate actuator pushes on it. The applied air pressure will push the lever out, against the spring which is inside the actuator. So you will need considerable. If it binds, go to the dealer.
If all of these items seem ok, then the BPC valve may be stuck in an open bleed state.... unlikely, but possible. An electical fault would normally result in low boost. If you disconnect the BPC connector, and drive the vehicle and get low boost in all gears, then this would indicate that the overboost is being caused by the electronics which suggests a failed (gate failed shoring to the rail voltage) driver in the ECU. (never reported before). If the last senerio happend, I would expect the BPC to feel hot, but everthing under the hood can feel hot.
The BCP needs power to raise the boost. So we can rule out fuses. It will fail to low boost if there is an open circuit.
Best result is finding a hose popped off or split and you fix it in short order.
