Handling:
The Konis dampers are nice in that they improve handling and comfort. You'll probably have to keep them pretty soft considering where you live. I think you can get them at shox.com.
I added the B&G springs which lowered the car an inch. They're progressive so even though they're stiffer, it's comfortable on normal roads. I would go with these or the Abbott springs and switch from a 50 series tire to a 55 to help protect the rims.
The Abbot steering rack brace and TCA bushings help the steering feel too but they're expensive.
My car has those modifications as well as the rear swaybar. It has some body roll but nothing like stock. It doesn't like the very large bumps but overall, the car sticks to the road much better. If I stiffen the Konis a full turn, body roll is almost completely gone but the ride suffers a bit.
Turbo Lag
Saab induces its own turbo lag with the APC and wastegate. Here's a great trick. Take a windshield washer check valve and connect it in the vacuum line between the turbo and the BPC. It's the middle vacuum line on my 1999 9-3. Not sure what it is on the 97. It'll cost you $2.50 for the check valve and another $5 for vacuum line adapters to fit the smaller diameter check valve in the larger diameter vacuum line.
What does this do? It doesn't let the APC know that the turbo is up to anything until the pressure builds up in the vacuum line. You get a good kick in the pants when you are first pulling out. The turbo can get 1/3 into the red and then the computer kicks in and tames it.
