Out of round tyres, how much must you accept?

I have bought Saab with brand new Firestone tyres 195/65. It has been standing by the dealer about almost a year. I discovered that the car seems to be jumping a little rolling at slow speeds. about 20-50mph.
I told it to the dealer, but he ment that it was just the pressure that was too hig, I jacked up the car, and fixed a metal ruler and rotated the wheel by hand. And it was obvious that the car was out of round by about 2-3mm. I think it was too much, but how much must I accept???
If possible do you have any links to official recomendations??
