i've read about this in turbo eclipses and other DSM cars. laws of physics are the same here. most people go to a bigger intercooler first though. However, i can understand the cost conscious going for a mister first. you need to set up a resevour and a squirting mechanism.
the easiest and cheepest automatic setup i saw involved giving up you windshield washer. rerout the pipe infront and you can figure out the rest.
i suppose one could tap into the headlight washer tubes. but i wouldn't want to be spraying my windshield at a time when i need a mister on my intercooler.
others have used manual hand pumps, not as elegant. the key is the get good misting outlets and set them up infront of the intercooler, so they are useful at speed.
