(Ok Ok--- So the following will sound like that idiot John Goss on Motorweek-- but see if it doesn't make sense...)
I've been puzzled by this phenom too. Sometimes, it starts out way high--- 50 mpg or so-- other times, the SID starts at 20mpg... at no matter what extreme it begins, what is sure is that the results swing like a pendulum, up and down, in a decreasing cycle, until the SID settles on a long term average. What you're seeing though, is a completely accurate measurement of the "AVERAGE" mpg, over whatever time period has elapsed since the last "clear".
So, with this in mind..... consider an example... You're cruising down the interstate somewhere on the Piedmont Plateau---- up and down gently rolling hills. You've got the cruise set at 74 mph. Coasting downhill, you get bored, and hit the "clear" button. For the next 15 seconds, while you're going downhill, the computer realizes you are coasting--- using an absolutely minimal amount of gas to travel say 1/4 mile at 74 mph-- and thinks to itself..."sheesh, with nothing else to measure against, if we were to travel like this forever, we'd get 50 miles to the gallon."
Next thing you know, you're at the bottom, and starting to go up the hill on the other side. The cruise kicks the accelerator in, and under high boost, huge amounts of gasoline pour into the cylinders. "Dayum" the computer thinks---"Since the last clear, (like 45 seconds ago) we used a little gas for 15 seconds, then for 30 seconds, we poured it in with a funnel.... Only gonna go 23 miles on a gallon like this..."
Get the picture? It measures the immediate use of gas against the averaged historical use, averages that, and displays the result. I think there must be a sort of "lag" built in so that the results aren't so "moment to moment". (I had a 91 9000 loaner today, and in fact real time mpg on a second by second basis would swing wildly from 80 to 50 to 60 to 43... it was silly. The average read 24.3 though.)
Once you've driven for an hour or so at normal conditions you should have a reasonably accurate figure.
