This picture illustrates the cheapest, simplest controller out there. Most work in about the same way. You can make one for about $12 with parts from McMaster or buy it already made from http://www.dawesdevices.com.
It's just a ball and spring valve. What happens with this unit is that the ball stops the air from getting by until it reaches a pressure sufficient to compress the spring, which is set with the knurled knob. In essence, the valve prevents ANY pressure from getting to the wastegate until it reaches the set pressure. This is what causes fast spoolup, similar to what happens when the wastegate hose is removed. The pressure then stays at your set point once the controller starts letting pressure by.
What your have made is a variable bleeder. It is not capable of holding pressure accurately or providing the kind of spoolup you want. I would recommend building the controller described on Gus's page (linked) if you want to avoid the high priced performance units. They work about as well and are way cheap.
