Get the Saturn dealer to call a SAAB shop and find out about the lens for sure. Given the application it probably is. I used to work for GMSPO ( General Motors Service Parts Operations) in their IS department.
Part numbers are different because of two entirely different order writing systems and product engineering systems. Canadaian parts and americain parts can be sourced entirely differently(different manufacturers.)
Second, lighting systems are(used to be) different in Canada and the US.(not sure if you have daytime running lights in the states now) Whether that entails the headlight assembly is an answer only GM can answer.
Third Auto pact!!!
Canada and the US have different laws. Parts can be different for many reasons that you wouldn't even dream of.
Finally, let me know if you can order just the lens. I've got a stone chip in mine that is starting to crack. I'ld replace it if I could just replace the lens. I thought you had to order the whole assembly.
