I bought a set from J.C. Whitney, cost about $20. They are pretty simple: there are two clamps per set. Each clamp has two claw-type hooks that engage the spring (I bought the kind dipped in PVC). The hook farthest from the screw head is threaded, thus providing the clamping force. If the local parts store loans/rents them, it might not be worth the hassle of buying. Of course, I have used mine enough to pay for themselves a couple of times over!
Use: I usually open the clamps as far as possable and fit them onto the spring 180 degrees from each other (I put the side where the socket goes on top so you can get to it, 8^). Next start tightening the clamps, alternating between clamps to keep the clamping force nearly even. The spring will come off of the seat and start rattling about. The first four times I used the clamps, it took about 5 minutes to compress the spring with my 1/2" driver and a 13/16 socket wrench. With a impact wrench (air or electric) it should take about 30 seconds. I usually do one strut at a time, incase I forget EXACTLY how it goes back together.
Safety: provided you are carefull and keep the tension even, there are no safety issues. If you see the clamps starting to slide toward each other. Stop! Make sure your clamps are installed correctly and slowly compress the spring (there is a ^&%*load of energy stored in a compressed spring). Based on the amount of information you have given this board, I wouldn't worry about the hazards of spring compressors. You seem to know what you are doing!
