The "u" shaped part of the spring needs to be pushed upwards from behind, pulled forward, and placed in front of the top of the notched pedal assembly where the cable hooks. (I pushed it up with my finger from the bottom, then used a pair of long-nose pliers through the space between the 2 sides of the pedal bracket to grip and pull it forward, and in front of the cable fitting.) Removing the rectangular cover plate - 3 torx screws with 10 mm nuts-- will make this much easier. When in place, it will then push the top of the pedal bracket FORWARD towards the engine, and conversely, cause the rubber pedal itself to pivot naturally towards the driver.
The reason it slipped off after reassembly was that it might have deformed when pulled around the side of the pedal assembly. Whoever reassembles it should first twist and slightly bend the spring at an appropriate angle (more or less slightly to the RIGHT) so that it will want to naturally slide ONTO the pedal bracket, rather than off, when it's finally in position. (This is sometimes difficult to figure out, because not only are you laying upside down looking at it, but the u-clip itself is in an opposite position from where it will be when you're trying to bend it.
Once the spring is in place, your cruise control will function, because the pedal will be "sprung" away (I might have the direction reversed, can't remember) from the cruise control switch. Right now, it's just hanging there-- slack, and the "kill" button on the switch is activated.
