I might be wrong, but I don't think this is ever used to take out slack or free play. The clutch mechanism/cable is self adjusting. I would adjust the bolt back out, so that when you barely "just" push the pedal in slightly (with your hand, while you're under the dash with a charlie horse in your back), you hear the faintest click of the cruise switch. This takes finesse to recognize.
