rack problem??

I have a shimmy in the front end that hasn't been cured by replacing bad tie rod ends or wheel balance. Can't detect any play in control arm bushings or other suspension parts either. What I did notice was that when I reached onto the rack where the inner tie rod ends bolt-- the rack appears loose-- it can be rocked up and down, as well as sideways. Is this normal, or is the rack fried? If the rack is bad, how dangerous a situation short term is it as far as something letting go? (Heading to OBX NC this sunday.)
Any thoughts guys?
